I don't think we have a "well behaved" system.
I try to use via batch as
//ACCIN DD DSN=SYSPLEX.LOGREC.ALLRECS,
// SUBSYS=(LOGR,IFBSEXIT)
I got back the records from the time I have converted to logstream
(three monts ago)
Currently not very important, but anytime can be very important...
This is from IPCS:
IEA24001I LOGREC buffer could not be accessed, possible cause - data
not in dump.
IEA24060I LOGDATA processing terminated due to
errors.

Maybe you have a *very* well behaved system. :-)
What are you using to look at it? LOGREC viewer? Batch job?
How are you managing it? Autodelete with retpd for your logstream?
A job that "zeros" it via passing "delete" to IFBSEXIT? How often does
it run if so?
If you use IPCS and look at ACTIVE and use "IP VERBX LOGDATA", do you
see records?
