ECS sharing requires structure in Coupling Facility => Parallel Sysplex.
It can be 1-member sysplex (z/OS LPAR + CF LPAR), but in this case there
is no reason to do that.
From the other hand it is prohibited to share ECS-enabled catalog
outside of sysplex.
