One thought here is that, when your management comes to you and says to increase priority (meaning throughput) of an IMP 1 address space, your only option will be to decrease the importance of all other IMP 1 address spaces. (It's not a matter of IF; it's a matter of WHEN!) A rather nasty undertaking! If you leave some room at the top, you will have room to increase the importance level of a single address space.
