Ok, so it WAS SDS, VSV agent. According to their website, a zap is required 
for z/OS 1.11. 
What threw me was there were two entry points, VSVSMF83 and SDSSMF83. I 
knew what VSV was, and had removed his exit from IEFU83, but it didn't solve 
my problem, so I thought SDS was the culprit, but couldn't figure out who he 
was. 

In our shop, the TCPIP guys do their own Vendor installs, so this is not one we 
maintain. 

So add that to the list of IEFU83 issues...I think there was one mentioned at 
Share, mainstar maybe?
