If people refuse to learn, they can always be replaced.

I would disable EDIT, except for the people who can justify it.

But, I wouldn't arbitrarily cut somebody's memory of at the knees.

I have produced (and used) reports (RMFMON, etc), displaying the top 20 CPU, 
Memory & I/O users.
Rather than cutting them off, I would find out what they were doing, and if 
legitimate, attempt optimisation.
NOT stop them from doing their job!
