I had the same problem installing z/OS 1.11 and setting up Indirect Cataloging. 
I received message "IGGN505A SPECIFY UNIT FOR SYS1.PARMLIB ON &SYSR1 
OR CANCEL", and a reply of the correct device would result in a repeat of 
message IGGN505A. I know I was getting the correct LOADxx due to 
message "IEA371I SYS1.IPLPARM ON DEVICE 1025 SELECTED FOR IPL 
PARAMETERS". 

Putting &SYSR1, ******, or the volume id in the LOADxx member resulted in 
the same error message.

Looking at when SYS1.PARMLIB was cataloged, VOL(&SYSR1) DEVT(0000) was 
used, so I did a DELETE NSCR , and cataloged SYS1.PARMLIB with VOL
(******) DEVT(0000). 

After recataloging SYS1.PARMLIB with VOL(******), the LOADxx member with 
&SYSR1 worked.
