No, the 360/20 was radically different and the 360/65 could not be
ordered with 1401 emulation. The "emulation" choices for the 2065 were

 7070/7072/7074

 7080

 7090/7094 (I don't recall whether the emulator program supported
 7040 and 7044, which were similar but subtly different.)
