In Windows XP, follow this path:
start -> All Programs -> Accessories -> Accessability -> Magnifier
If you can't find it, follow:
start -> Control Panel -> Add/Remove Programs -> Add/Remove Windows
Components
Chances are "Accessories and Utilities" is unchecked.
