We have had PanValet continuosly licensed ever since the PanSophic
days. Yes, a PAN2 of that vintage issued a hardware reserve for the
duration of the run. I think that was fixed in 14.2, but not sure of
the exact release. I never heard of any way to prevent the hardware
reserve in the old PanValet.
In those days, we used to allocate all of the pan libraries to a
volume(s) where we could tolerate the hardware reserve. Otherwise, you
can simply use CA-Disk or FDR for the backups. I would assume that HSM
would be fine too, but I have no personal experience with it.

Have you considered using GRS to convert the RESERVE to a ENQ with
SYSTEMS scope? That should resolve the issue in a way that's
satisfactory for all concerned.
