Sorry for my imprecision.
My point was that ENQ would have to be redesigned in order to use RACF.
And, it probably not be trivial.

I was more concerned about the result, if needed, than the actual 
implementation details.

The whole issue is that nothing stops you from coding DISP=OLD on a dataset 
that you have no permissions to open.
