a catalog called ISPF, the prefixing everyone's personal datasets

aliases. It can be effective, but need not to be. Even your rule had an
exception for bunch of TSO ID's.
My ROT is to document the changes and have ready to use tools to list
the catalog HLQs, aliases to catalogs. More flexibility, but still under
control.
Last but not least: I think we all agree that KISS is still good rule.
