I always thought that z/OS 1.6 and higher only ran 64 bit.  1.5 and below could 
run either.  That said, I believe that the hardware you are running on 
determines whether 1.5 and below runs in 31 or 64 bit.  I know we had z/OS 1.2 
when I worked at P&H, and at that time I learned what all of the rules were.  
Since we had a MP3000, which was 31 bit addressing, we couldn't go beyond z/OS 
1.5.  As soon as you went to a z900 or z800 processor, you automatically ran in 
64 bit mode, and you had to run z/OS 1.1 and above.
