Android apps like the free "EasyTether Lite" can be used to tether
your laptop to the cell data network on most Android phones.
The app is basically a NAT router written in Java, and doesn't require
you to root the phone.  The free version of the app blocks https:
after a while, but other ports like ftp(21), ssh (22), telnet (23) and
tn3270 (623,1023, etc) seem to work fine.    If you know someone with
an Android phone,  give it a try since YMMV.   This may be
insufficient, however, if your company has some kind of VPN that
requires a VPN client on your computer that is not compatible with the
NAT router, but that might work also depending on the VPN protocol.
Finally, using this kind of app could be considered as a violation of
your cell carrier's terms of service, since they would prefer to sell
you a tethering feature for your phone for an extra $30-50 / month.
