Assuming you can not recompile, and assuming the QSAM buffers are taking a large amount of your region, and assuming your DCBs are not doing LOCATE mode processing...
There are several products on the market that can intercept the OPEN and dynamically place your QSAM/VSAM buffers above the 16mb line. StartTool IOO (Serena Software) comes to mind.
