bingo. thank you.  that is exactly my problem: the sys1.miglib that I'm 
steplibing to for smp/e 3.5 is NOT apf-authorized. (whereas the 3.4 one is)

thanks again.  I read the " ... user not authorized"  and went immediately into 
RACF mode, bypassing any consideration of *APF* "authorization".

This usually means the GIMSMP program is not running authorized.   So
are you running the step with a JOBLIB/STEPLIB that is not APF
authorized?  If multiple libraries are specified / concatenated, are they
all APF authorized?
