Just me going weird again <grin>. When SMP/E does a APPLY of a PTF which has a 
co-req of another PTF, it usually forces the second PTF to be APPLY'd as well. 
This happens in this case too. The "problem" is that the APPLY of the IPLTEXT 
only updates the SAMPLIB and leaves the actual installation to the user in a 
separate job. Why can't SMP/E do the ICKDSF PUTIPL command as well? It should 
know the volser to update - it is the one containing the updated SYS1.NUCLEUS. 
And a RESTORE would again do the PUTIPL function of ICKDSF.

A new z/OS release always requires new IPLTEXT installation.  Any
maintenance that requires it should have PTF HOLD data informing of that
need, and if you ignore the HOLD data that's your fault.   If
maintenance that requires IPLTEXT rebuild is missing the required HOLD
in the PTF, then you have a legitimate issue with IBM; but the correct
resolution is to fix the HOLD information.
