I have been told that telnet is effectively TN3215, even
though it's not called that.

Regardless, my app is doing a CCW x'09' (write with
automatic carriage return and CCW x'0A' (read inquiry).
I don't know what magic happens after the x'09' CCW
is executed, but surely a PC can handle this basic
line mode communication in lieu of the 3270
sophistication?
