Maybe BPAM while doing a FIND or BLDL? E.g., //INPUT DD DSN=MY.PDS(MEMBER),..etc.
Just a guess. I never traced it with GTF, so I don't know for sure. Or maybe at the instant of OPEN the DCB access method bits were all zeroes. Or maybe since only SAM is supported the message is simply misleading.
