Because you haven't set it yet. You set pgmname.a in each iteration of
the outer loop; if you're in iteration 1520, then pgmname.1521 still
has its default value, PGMNAME.1521. What are you trying to do?
Perhaps you really need two disjoint loops rather than nested loops.
Perhaps you really need do b=1 to a.
