For the most part, you can do whatever you want with DLF or VLF data. But the key word is "you". You typically have to be the one that does all the operations. You have to own the service that is called by the user and your service would be what interacts with DLF or VLF.
If someone else is doing "find" or "read" or whatever, whatever you do is not going to be too relevant. That is why Ron Hawkins mentioned LLA. Since LLA is involved with fetch, LLA can use VLF.. Similarly, since LLA is involved with BLDL, LLA can do some caching of directories (it does not use VLF for that).
