I wonder if the I/O does not time out and recovery procedures will be driven. You could try the V xxxx,OFFLINE,FORCE to Box devices. This will terminate all outstanding I/O's with an I/O error and this should trigger some action in the applications. Hopefully, this storage box does not contain volumes to keep you z/OS running.
