The "z/OS Planned Outage Avoidance List" redbook http://www.redbooks.ibm.com/redbooks/pdfs/sg247328.pdf explains very well how to configure your System z HW and z/OS in order to add Central Storage to a LPAR *without* IPL. Have a look at chapter 10.1.4, LPAR Dynamic Storage Reconfiguration. I've done at my shop and it works.
