Your question is confusing as phrased. Do you mean that a job is running, but 
is taking too long? Or do you mean that there are jobs in the INPUT queue, not 
running, and there are initiatiators available which should service the class 
that the jobs are set to run in?

If they are "running too long", then I'd __guess__ that perhaps the CPU is 
overloaded or that they are waiting on a resource. Use SDSF DA to see if they 
are getting any CPU% at all. If the POS column says something LW or DW, then 
they are waiting for something. I'd enter the operator command: D GRS,C to see 
if there are any enqueue conflicts. If the POS column has IN, but the CPU% is 0 
or very small, your CPU may be overloaded and the job is not getting sufficient 
CPU cycles. Another possibility is that WLM is set up incorrectly and is 
denying service to the jobs. But this would require looking in an RMF type 
display to determine.


If the jobs are in the INPUT queue and there are idle initiators servicing that 
job class, make sure that the jobs in question are not affinitied to some other 
z/OS system. In the SDSF I display, look in the SAFF column to see if the jobs 
are affinitied to a system which is unavailable or which does not have an 
available initiator for the job's execution class. Also, if you use WLM 
Scheduling Environments, it is possible that the job has a dependancy on one of 
them and no system has that environment marked as "active". I don't know how 
many shops use WLM Scheduling Environments. We don't.
