Assuming a current level of z/OS, there is a RACF profile described in the DFSMS manuals which will allow you to rename the dataset on a volume not your IPL volume. I don't have the manual immediately accessible to look it up for you. There is also a BYPASSNQ module at www.cbt.org that can be used for this.
What has NUCLEUS allocated, it shouldn't be in use after IPL is complete. If you are willing to IPL, or have a quiet time, you can P LLA and issue a SETPROG UNALLOCATE to free the linklist enqueue.
