The RACF profile referred to by an earlier poster is : STGADMIN.DPDSRN.SYS1.* in FACILITY - get access to that and you can do your rename.
You can't actually stop XCFAS of course. But SETPROG LNKLST,UNALLOCATE will release the enqueue.
