It's also used when you want to use a standard driver but have reasons
to avoid using EXCP[VR], e.g., performance.

AFAIK the interface to MM is privileged and proprietary.

Having looked at the channel programs for BSAM and QSAM, I doubt that.
If anything, the average use of BSAM is probably more expensive than
the average use of QSAM. YMMV.
