dataset allocations, to include RMM and HSM.
I do not have a couplling facility. I use dasd-based XCF for the
production sysplex components.
Anyone have any ideas?

Yes, you missed IBM intention to drop such configuration out of service.
FICON is present for 10+ years (was it in 9672 G5 ?), some time later
CTC support for FICON was released, but never ever GRS over such CTC. In
fact, even in the pre-FICON times the support for GRS required quite
ancient pseudo-devices. It was obsolete then.
BTW: it's not the only ***-plex which now require parallel sysplex. In
the very old days one could have JES2 MAS on non-sysplexed systems. Now
it's impossible.
Ideas:
Analyze your configuration. And decide:
1. You can live without GRS ring.
2. You can connect the systems in parallel sysplex.
3. Buy CA-MIM product.
