one of the severe resource drains on the hone effort during this period
was that the company was telling the customers that mvs was capable of
doing everything for everybody and going to extremes to obfuscate that
internally, significant portions of the company ran on vm.

hone was part of the data processing division (sales & marketing) and
every couple years some branch office manager would get promoted to
executive position heading up hone. at some point the new executive
(who had been thuroughly indoctrinated in the branch office) would find
out that hone was mostly vm ... and decide that they would make a name
for themselves by converting all of hone from a vm-base to a mvs-base.

the hone technical people would them be instructed to drop everything
and convert everything to a mvs-base. usually after 6-9 months it would
become evident to everybody that it was impossible and all references to
the activity even being attempted would be destroyed (it was better to
pretend it was never attempted  ... than to attempt it and fail).

after a couple years, there would be new promotions and the cycle would
repeat. any references to the prior mvs conversion attempts would be
discounted, frequently with statements of the ilk: mvs has significantly
matured since the last attempt ... or some such thing.
