If you were asking in the context of RACF data set profiles, then ** would match any number of qualifiers, including 0, whereas * would match only 1 or more. So, ISP.PROFILE.** would also match the 2-qualifier name ISP.PROFILE which ISP.PROFILE.* would not match.
