We have several clients (more than 25) who have run (and some are still running OS/390 2.7, 2.8 and 2.10 on z/800's, z/890's and one that's running 2.7 on a z/990 (although only in a LPAR that gets very little use).
There are some issues that you have to work through, mostly connected with getting the older maintenance up to date and to get the new processor support on to OS/390 in the first place, but even then you can bypass a lot of things if you know what you're doing.
