The easiest way is to create a CF with the amount of MIPS you do not want
and leave the 200 mips to your lpar .( it works perfectly )
The second is to use Soft capping and put the amount of MSU's corresponding to
200 mips in the HMC panel .
( this is better because if you cap for billing reasons , that allows to go
over the 200 mips regularly for short laps of time without going over the
4 hours limit of 200 mips thus only paying 200 mips )
