This sysplex=filesystem migration action is applicable if you use zFS *AND* if you are in a shared file system environment. If you don't meet both of these criteria, then you do not need to do this migration action. A shared file system environment means (among other things) that you've set in your BPXPRMxx SYSPLEX(YES). If you do not have SYSPLEX(YES) in your BPXPRMxx, you are not running in a shared file system environment and therefore this migration action is not applicable to you. btw, SYSPLEX(NO) is the default.
