I believe the format is:

    ++HOLD SYSTEM REASON(ACTION) ...

(although:

    ++HOLD SYSTEM REASON(DEP) ... or
    ++HOLD SYSTEM REASON(EC) ...

might be more appropriate).  And in:

I see:

   SYSTEM

          System holds can appear in the SYSMOD itself or in a
