I think the comparison being made is not correct. It sounds like windows home users versus z/OS corporate users. If you look at Windows corporate users, most office workers (mid to large companies) have a corporate help line to call for assistance to windows OS and application issues. Then if there an unresolvable problem, corporate contacts MS or other application vendor. In my experience this is exactly the same way internally developer z/OS app problems are managed.
