Here is the resolution pointed out by a smart person from MXG-L list. The USER= parameter in the Control-M JCL was using a default userid that was not defined to OMVS. Once I changed the USER= parameter in the JCL to my own userid which is defined to OMVS, SAS did not give any further TCPIP errors and the PDF file was emailed successfully from the mainframe using SAS email commands. So I no longer need to figure out how to send PDF file via IEBGENER MIME options :).
