in IBM-424 EBCDIC - Hebrew New Code.

Can anyone show me how to transfer a file from z/OS to
windows using the windows ftp client so that the resulting
file on windows is Unicode.
The source file on z/OS will be EBCDIC.
We are using z/OS v1.11.
Unicode services are enabled on z/OS.
