I haven't used multi-character prefixes recently, but if the command prefix is "-DB33" then I would expect the actual DB2 command to immediately follow the prefix -- i.e.,
  -DB33DISPLAY DATABASE
without any leading comma. For example, JES2 commands are "$command" not "$,command"

PREFIX OWNER SYSTEM SCOPE REMOVE FAILDSP
 $          JES2       RALNS33    SYSTEM    NO       SYSPURGE
 $          JES2       RALNS34    SYSTEM    NO       SYSPURGE
 $          JES2       RALNS35    SYSTEM    NO       SYSPURGE
 -DB33      DB33MSTR   RALNS33    SYSPLEX   NO       SYSPURGE

-DB33,DISPLAY DATABASE
 DSN9019I  -DB33 VERB '-' IS NOT A KNOWN COMMAND
 DSN9023I  -DB33 DSN9SCND '- ' ABNORMAL COMPLETION
