The way the "problem" was phrased suggests that the complainant wants to
have more than eight concurrent *TSO* users (z/OS.e already provides the
"infrastructure" to accommodate *far* more than eight concurrent *NON-TSO*
users); thus Peter's suggestion to license "regular" z/OS is appropriate.
