Your HCD is aware of this device type. In fact 2107 is quite old, older
than *your* DS8xxx model.
Are we obliged to apply the PSP Bucket to have support of the DEVICE 2107
(DS8300) or is it already included under zOS?
There is o obligation at all - you decide about your system and you are
responsible for the results.
I would use the bucket. In "perfect" case all the PTFs required you
already have. In more realistic, but still optimistic case your won't
crash when you omit all missing PTFs. In other realistic case you can
expect troubles without the PTFs.
Conclusion: review PSP bucket and apply missing PTFs (maybe not all of
them).
