Seems to me I used a 3270 emulator (way back in the pre-TN days) that
(bizarrely, I thought) mapped Alt-1 or Ctrl-1 or some such to PF1, etc.,
rather than the (I thought) obvious mapping to F1 to PF1, etc. As I recall
it used the F- keys for some local emulator-specific function. The OP might
look into that possibility.

Every 3270 emulator (TN or otherwise) I have used have mapped PF1-12 to 
F1-12, and Shift+F1-12 to PF13-24.
