What you are calling "the solicitor" is part of the Tn3270 server, not something sitting in front of either server. And it doesn't "present TSO or CICS" it emulates VTAM's USS (the real USS, not Unix System Services) starting sessions with VTAM applications. It has no knowledge of Unix. Yes, I suppose someone could write something that sits in front of both servers and directs the connection to one or the other. But don't hold your breath.
