Maybe because with dynamic PAV's ASM always has 2 exposure to all Pageds and 
can now keep the channel program running without suspending it?

Interesting description by the way:
"PROBLEM DESCRIPTION: ASM uses suspendable channel programs."
Suspendable channel programs once were a solution for a problem and now are a 
problem by itself?
