That's a different type of allocation and, in fact, is used by
allocation (both batch and dynamic) for new DASD data sets.

Such products still need to[1] do allocation and OPEN to access the
data set. Note that the OPEN might be for EXCP, but even then there
would be an SMF record.

[1] In theory the authorized ones could do STARTIO without ever
    doing an OPEN, but I'm not aware of any that do that, nor would
    I expect the auditors to be amused if they did.
