I've found negligible to be the case everytime I've checked.

Also, if you are using STAR, the cost is around 10MB of memory in the CF, PLUS 
any duplexing costs.

AFAIK ISGLOCK structure does not support SM CF Duplexing.
IMHO 10MB of CF storage is irrelevant.
GRS inside the sysplex (base or parallel) can (usually have to) use XCF links, those links are mandatory, so there're no additional costs.
