As was pointed out, you didn't indicate if the catalog has a secondary
allocation, and there's room on the pack.  You can have up to 123 extents
for a catalog.  If you got the console message IEC361I then you probably
need to consider splitting the catalog.

And if you (and everybody) moves to z/OS 1.7, REPRO MERGECAT is
SIGNIFICANTLY faster due to some changes we made.  Come on folks, get off
of  z/OS 1.3-1.4!

Also, you can activate multi-level alias support (see Managing Catalogs)
and only move the qualifiers that you want to move - for example if you
have lots of data sets with the same HLQ, you can create a two-level alias
pointing to a new catalog and only move those entries that match the
two-level qualifiers.  Check Managing Catalogs for that also.
