Workload Manager allows for the definitions of "scheduling environments."
If you were to use JES2 (or JES3, I suppose) to issue MODIFY commands to the
WLM address space at particular times of the day to set the resource values,
you could create some semblance of a job scheduler.  It does require you to
modify the JCL of your jobs to include the SCHENV parameter.
