If you're like most shops, Batch is low priority.
It only soaks up CPU that nobody else wants.
And, if there is none available, it doesn't execute.

So, at lightly loaded times a job could use tons of CPU before 10 minutes have 
elapsed.

At heavy times, it could use next to none.

Very good question IMHO. I don't want to talk about THIS case, but I met many issues which were very hard to address or required sophisticated exits, changes, etc. However the *real business reason* usually can be addressed using typical, simple means, not neccessarily those which came first into sysprog mind.
