The only thing I can think of is that the sysres cloning step is not picking up Track 0. We use DFDSS with this control statement:

That way I don't have to worry about getting the latest version due to a PTF. One less thing to worry about. For sure I init the volume from the correct SAMPLIB because I used the same JCL to reformat the volume after the init. This problem is really no big deal, but it is a problem.
