We can't tell you. This is dependent on the system that they are using.
To put this as simple as I can, the way I understand it:
1) Any OS can support the hardware clock for the platform it is running
on to be set to local time or UTC.
2) If the OS supports the hardware clock set to UTC it will also support
a "software" offset to show the local time so that users don't have to
convert from UTC to local (it confused most).
3) If the OS supports the hardware clock set to UTC, then it will also
provide a command/api so that software can get the time and either
select UTC or local, or will be told that the time one or the other.
4) Programs that run on the OS that support the hardware clock set to
UTC can select which time they use UTC or local to use in its loging.
5) Most OS's use local time in the logs it controls even if they do
allow the hardware clock set to UTC.
It does not matter if it is a mainframe, a RISC box, PC, MAC, or any
other computer platform. It does not matter if it is Linux, z/OS, AIX,
HP-UX, MPE, z/VM, z/VSE, Windows, or any other OS.
I personally do not know of any comptuer system that does not have a
'hardware' clock (TOD, CMOS, RTC, whatever you want to call it).
It is all up to the programmer writting the OS to decide what he wants
to support. Then it is up to programmer that is writting the
application to decide which time (UTC or local) to use if he has an option.
As for you link below, unless somebody knows for a fact we would be
assuming/guessing, just like you could do.
