George, Check the setting of HSM parameter SETSYS EXPIREDDATASETS and make sure that it is set to SCRATCH. By default, the value is SETSYS EXPIREDDATASETS (NOSCRATCH).
The management class expiration attributes are applied to datasets that do not have an expiration date set in the catalog or F1-DSCB.
